Matsqui FN is requesting expression of interest submittals from Proponents experienced in the sourcing, supply and placement of fill material to supply the following scope of work: 

  • Source import fill and submit the required environmental and geotechnical documentation showing satisfactory quality control test results.
  • Meet the Soil Acceptance Criteria in Section 6.3 of Thurber’s document, Appendix A, including, but not limited to:
    • assurance the fill meets residential quality requirements of the BC Environmental Management Act and all associated regulations.
    • assurance the fill meets the residential / parkland Canadian Soil Quality Guidelines for the Protection of Environmental and Human Health (federal lands fall under the jurisdiction of the 
      Canadian Council of Ministers of the Environment)
    • compliance with the soil relocation process detailed in the Stage 14 amendments of the British Columbia Contaminated Sites Regulation and follow the procedures described in the soil investigation for characterization protocol.
  • Per Matsqui FN’s Soil Deposit, Removal, and Land Contamination Law, all material deposited on reserve must have paperwork signed by a Qualified Professional that certifies the material meets all regulations.
  • Remediated soil, which includes soil that has been remediated or treated in any way, regardless of post-treatment test results, will not be accepted as fill.
  • Provide, manage, and adhere to a project schedule.
  • Provide, maintain, and adhere to a quality management plan including placement order and staging.
  • Provide, keep updated, and adhere to site health and safety plans that would meet or exceed BC Workers Compensation Board requirements.
  • Provide, keep updated, and adhere to Construction Environmental Management Plans.
  • Consider and respond to fill material opportunities presented by Matsqui FN or other 3rd party prospects.
  • Construction layout survey for fill site boundaries, fill lift depths, and any other survey requirements to place and compact fill material to specification.
  • Excavate, haul, place, spread, and compact fill material previously stockpiled on site, approximately 9,000 m3, per instruction from Thurber and following the requirements in Appendix A
    • Material on site to be used, as much as possible, in this Phase 1 fill project.
    • Per 6.2.1 of the Thurber document (Appendix A) the material stockpiled on site needs to be sorted, and undesirable fill removed from site (concrete debris, rebar, fill with maximum dimensions greater than 500mm).
  • Place and install, protect, survey, and maintain settlement gauges throughout the site to the satisfaction of Matsqui FN and Thurber.
  • Adhere to the ‘Settlement Monitoring’ section 6.4.2 of the Thurber requirements, Appendix A.
  • Provide monthly reporting to the satisfaction of Matsqui FN for each of the submitted plans.
